Whether the operation that consumed a tensor ran.
A drained block has usually run everything in it, but an operation whose input held a
TensorError is skipped, and one that panicked stopped part way. Both
are consumed by the queue all the same — the difference is only visible to a backend whose
handles live somewhere the operation never reached.
